Local pair arrested in rape case involving children

A Lake Charles pair — one of whom is a teacher at a local elementary school — have been arrested in a rape case involving two family members under the age of 12.

Jared E. Moreno, 47, is accused of raping the two children and of also molesting a girl when she was then 5.

Lova W. Moreno, 49, who is a mandated reporter because she is a kindergarten French Immersion teacher at Henry Heights Elementary School, is accused of failing to notify law enforcement of the sexual abuse and of taking steps to hinder the investigation.

Calcasieu Parish Sheriff’s Office spokesperson Kayla Vincent said that on Sunday, detectives with the Special Victims Unit began an investigation into the rape allegations.

“During the initial investigation detectives spoke with the complainant, who stated she was advised by Lova W. Moreno that Jared E. Moreno had been molesting two family members under the age of 12,” Vincent said. “The complainant, who is also a family member, disclosed when she was approximately 5 years old Jared Moreno also molested her.”

Vincent said Loya Moreno is accused of allowing the girls to stay with Jared Moreno after learning of the abuse.

The Morenos were arrested Wednesday and booked into the Calcasieu Correctional Center. Jared Moreno is charged with three counts of first-degree rape; and aggravated rape. Judge Tony Fazzio set his bond at $1 million.

Lova Moreno is charged with failure to report the commission of certain felonies. Fazzio set her bond at $30,000.
