Ona Joan Cagle Bullock was born on September 5, 1930 in DeRidder, La. to Ona and Robert Cagle. She was the youngest of their five children and she loved being a part of her large family.

Joan graduated from Louisiana College and she began her career as a home demonstration agent in north Louisiana. In 1953, she married Raymond Reed Bullock. When her children, Elizabeth and Keener arrived, she became a devoted parent, an accomplished birthday party planner, and a school volunteer who provided teachers with homemade ice cream and coconut cake.

When her children were older, she began working for the United States Department of Defense administering the Armed Services Aptitude Battery at high schools across southwest Louisiana. Being associated with recruiters from all branches of the armed forces was a great pleasure.
