CPSO: Information sought in fatal Halloween hit-and-run

Calcasieu Parish Sheriff’s Office deputies are investigating a fatal hit-and-run that happened the afternoon of Halloween on Miller Avenue in Westlake.
Spokesperson Kayla Vincent said deputies were dispatched to the 2600 block of Miller Avenue — near Smith Ferry Road — at about 2 p.m. The caller said a person could be seen lying in a ditch.
“When deputies arrived, they found Michael D. Welch, 41, Westlake, unresponsive in the ditch,” Vincent said. “The preliminary investigation revealed the incident to be a hit and run.
After further investigation, detectives believe the suspect vehicle to be a car, that will have damage to the front passenger side bumper, hood, and windshield, Vincent said.
