Jeff Davis seeking $12M for road, bridge, sewer improvements

The Jeff Davis Parish Police Jury is asking the state for more than $12 million in capital outlay money.

The three-year state capital outlay request was adopted unanimously this week by police jurors.

Police Jury President Steve Eastman stressed that the plan is “only a wish list” with no guarantee that the money will be available. Some of the projects have been on the list for several years due to limited available funds statewide.

Funding is being sought for road, bridge and sewer improvements over the next three years.

If the state approves the requests, the parish would have to put up matching funds for each project.

The projects, as proposed, include a $5 million road and bridge improvement project to include repairs and replacement of transportation infrastructure parishwide, according to Parish Engineer Alex Guillory.

The Police Jury is also seeking separate funding to overlay a gravel portion of Farm Supply Road just west of Jennings.

Plans for the project call for an asphalt overlay of Farm Supply Road from Hwy. 90 north to the Service Road. The gravel road is used mostly by industrial and agricultural traffic.

More than $7 million is also being sought for a plan to upgrade and expand sewer service in the unincorporated areas of Lacassine and Roanoke.

As proposed, the project would replace septic tanks in those areas with sewer treatment facilities. Sewage from Roanoke would be collected and transferred to Welsh or Jennings, while sewage from Lacassine would be taken to Iowa or Welsh.

Funding is also being sought for a regional storage facility at the rice mill located at the Industrial park in Lacassine.

“All of these projects would mean more growth in the parish,” Eastman said.

The parish’s capital outlay request to the state is presented, revised and approved annually by the Police Jury.

In other matters, the Police Jury agreed to submit a Community Development Block Grant for road improvements in the Topsy area in District 10.

The project calls for the overlay of several roads in the district. Many of the gravel roads have not been improved in several years due to the lack of funding, according to Police Juror Byron Buller, who represents the district.

Funding for the project has been denied in the past, Buller said.

If awarded, the parish would be responsible for paying 25-30 percent of the administration, engineering and additional service costs in connection with the project.
