LC man accused of stealing from homeowners, subcontractors

A Lake Charles man has been charged with contractor fraud following a three-month investigation by the Calcasieu Parish Sheriff’s Office.

Spokesperson Kayla Vincent said between July and October, their office’s Contractor Fraud Response Team received numerous complaints in reference to John L. Foreman, 60, of DBA Foreman Construction.

During the investigations, it was learned the victims hired Foreman to perform repairs on their homes and made upfront payments to Foreman. Foreman failed to complete the repairs and no work has been performed at the homes in over 45 days.

Detectives also learned on more than one occasion Foreman hired subcontractors to complete some of the work, but failed to pay them. It was also discovered, in several of the cases the repairs needed on the homes exceeded the threshold of Foreman’s contracting license.

After further investigation, detectives issued warrants for Foreman’s arrest.

Forman was arrested on Tuesday and booked into the Calcasieu Correctional Center. He is charged with theft over $25,000; two counts of misapplication of contractors payments; three counts of failure to possess the required license for home improvements; theft $5,000-$25,000; exploitation of the infirmed (due to one of the victim’s age); and three counts of failure to perform any work during a 45 day period or longer. His total bond is set at $225,000.
