LC man arrested
for contractor fraud

Calcasieu Sheriff’s Office detectives have arrested a Lake Charles man for residential contractor fraud.

Detectives received a complaint Friday, March 19, in reference to Ronald J. Dugas, Jr., 44, for contractor fraud.

During the investigation the victim advised detectives she hired Dugas to perform construction work at her residence. The victim stated that in December 2020 she paid Dugas half the money up front to cover the materials and begin work.

Dugas cashed the check from the victim the same day he received it, but did not return to the home to start repairs for over two months after giving the victim multiple excuses as to why there was a delay in construction.

The victim advised detectives that in February, Dugas arrived at her home and worked for only a few hours and she had not been able to contact him since that time.

The same day detectives received the report they contacted Dugas at which time he stated he planned on returning to do the job the following day. Several days later he returned to the residence and worked for approximately two hours and failed to return to complete any other work. It was also learned Dugas did not deliver all the victim’s materials, which she previously paid for.

After further investigation, on March 30 detectives obtained a warrant signed by Judge Derek Kee for Dugas’ arrest. On Tuesday, Dugas was located and arrested and booked into the Calcasieu Correctional Center and charged with residential contractor fraud over $1,500; and exploitation of the infirmed (due to the victim’s age). He was released the following day on a $15,000 bond.

Convicted sex
offender arrested

The Calcasieu Parish Sheriff’s Office Sex Offender Unit arrested convicted sex offender Richard L. Hollyfield, 51, Weslake, after it was learned he was in violation of his sex offender registration requirements.

On Jan. 28, deputies performed a sex offender residence check on Hollyfield at his registered address on Gulfway Boulevard in Westlake, at which time they were advised Hollyfield had not been at the residence in over a week. On Feb. 1, deputies attempted to make contact with Hollyfield at his reported residence once again and were advised by a family member that he had packed his belongings and left the home approximately 5 days prior. Hollyfield failed to report a new address to law enforcement within three days of leaving his registered address, making him in violation of his sex offender registration requirements.

CPSO Sex Offender Unit detectives attempted to locate Hollyfield but were unsuccessful. On Feb. 3, Judge Robert Wyatt issued a warrant for his arrest in the amount of $10,000. On April 3 ,Hollyfield was located in the Sulphur area and was arrested and booked into the Calcasieu Correctional Center and charged with failure to register as a sex offender. Hollyfield also had a warrant through Probation and Parole.

Hollyfield was convicted of indecent behavior with juveniles in 2016 in Calcasieu Parish.

Garald Eugene Welton II, 34, 2511 Jett St. No. 2, Sulphur — eight counts drug possession.

Michael Lewis Adams, 61, Humble, Texas — aggravated assault with a firearm. Bond: $30,000.

Edel Manuel Ramos Urrutia, 33, Miami — home invasion; simple criminal damage to property less than $1,000; simple battery. Bond: $60,000.

John Ross Theriot, 28, 2845 Country Club Road — domestic abuse battery.

Steven Laron Cushenberry, 49, 1014 Fancher St., Vinton — simple burglary; theft from $1,000 but less than $5,000. Bond: $15,000.

Irving Keith Thibodeaux, 66, 6710 Cheval Drive, Iowa, La. — domestic abuse battery. Bond: $7,500.

Joel Keith McMichael, 35, 863 Cooley Road, DeQuincy — simple burglary; theft less than $1,000. Bond: $21,500.

Shaiqwon Davante Marshall, 25, 210 Orrin St. — drug possession. Bond: $12,500.

Robert Lee Williamson, 29, Liberty, Texas — theft of a motor vehicle from $5,000 but less than $25,000; unauthorized entry of a place of business; prohibited acts, drug paraphernalia; illegal possession of stolen things from $5,000 but less than $25,000; two counts illegal possession of stolen things less than $1,000; flight from an officer.

Russell Joseph Murphy, 52, 2617 Ernest St. — possession of marijuana, first offense (14 grams ore less); drug possession; prohibited acts, drug paraphernalia; illegal carrying of weapons, first offense. Bond: $21,000.

Devontea Deon Fontenot, 28, 1828 3rd St. — two counts direct contempt of court; two counts drug possession; prohibited acts, drug paraphernalia; aggravated flight from an officer; obstruction of justice; operating vehicle while license is suspended; turning movements and required signals; no motor vehicle insurance; certain activities regarding contraband in penal institutions prohibited. Bond: $32,900.

Michial Wayne Fontenot III, 30, 504 Lake St., Westlake — domestic abuse battery, child endangerment.

Bryan Scott Hubbard, 38, 110 Pithon St. — two counts drug possession; possession of firearm or carrying concealed weapon by a person convicted of certain felonies; illegal carrying of weapon during commission of a crime or in presence of CDS; prohibited acts, drug paraphernalia; illegal possession of stolen things less than $1,000.
