Jennings police have agreement with marshal

How does the Jennings city police department have the right to issue traffic citations outside of the Jennings city limits along Interstate 10?

I have seen them issuing tickets at least two miles west of the city limits along the interstate on the eastbound side (headed toward Jennings). How do they have the jurisdiction to do this activity?

Jennings interim Police Chief Danny Semmes said the officers work outside the city under a cooperative endeavor agreement with the City Marshal’s Office, whose jurisdiction extends eastward to the Jeff Davis-Acadia Parish line and westward for about two miles beyond the city limits.

Additionally, Semmes said, officers sometimes make traffic stops outside the city limits because the drivers involved violated the law in Jennings but didn’t pull over until they were outside the boundaries.

Stars under ‘C’ refer  to years of service

On the right shoulder of some NFL players is a patch with a C with four stars underneath the C, with anywhere from one to all four gold in color. I’ve seen some colored the team color.

I know the C stands for “captain,” but what do the stars stand for, and why are some colored gold and some aren’t colored?

“In 2007, the NFL instituted a program that allowed each team to designate up to six captains per season,” reads a page on the National Football League’s website.

“Chosen players are honored with a ‘C’ on their jerseys, with the stars filled in for each year of service as a captain.”

Calcasieu Parish code limits outdoor burns

Is it legal to burn stumps, trees, etc., outside of the city limits of Westlake at night?

“Under certain conditions, outdoor burning, in other than rural park or rural recreation areas, of trees, brush, grass, and other vegetable matter from such area in land clearing and right-of-way maintenance operation can occur,” Dick Gremillion, parish emergency preparedness director, said in a statement forwarded to The Informer.

“One of these conditions is that the burning may be conducted only between the hours of legal sunrise and legal sunset, and piles of combustible material should be of such size to allow complete reduction in this time interval”

Among the acceptable outdoor burning practices, according to Section 8-42 of the Calcasieu Parish code:

“The burning of leaves, grass, twigs, branches, and vines by a private property owner on his own property for non-commercial purposes, provided the property owner attends the burning of yard waste at all times.”

“Outdoor burning in connection with the preparation of food.”

“Campfires and fires used solely for recreational purposes or for ceremonial occasions, provided fire is attended.”
