LC city sewer project delayed by 24 rain days

Why is the project at the intersection of Cleveland and Moss streets taking so long? It has been going on for more than three (maybe four) months.
In industry, it could have been done in less than three weeks. The extra time has to cost more, with the cost of equipment on the site for so long being considered.
“This project is being completed by a contractor and involves a full renovation of the Cleveland Street sewer lift station, including the replacement of two pumps, piping, construction of temporary driveways for nearby homes, excavating and backfilling,” Mister Edwards, the city’s public works director, said in a statement forwarded to The Informer.
“As with most rehabilitation projects, discoveries are made during the project that alter the scope of work. Replacement of a hatch cover and a portion of the lift station roof was added to this project as the existing features were discovered to be in poor condition.”
The contractor had 75 working days to finish the project, but 24 rain days have pushed back the completion date, Edwards said. Workers have repaved Cleveland, which is open during evenings and weekends and when crews aren’t on the job, he said.
“A preliminary pump and panel check was performed on Oct. 31. Following a final inspection, the private drives will be restored and the project completed,” Edwards said. “We apologize for the inconvenience that this project has caused, but it is being done in a cost-efficient manner.”
