I’d like to ask a question about the Prien Lake Park seawall modifications. You had in your paper that they were doing it for the foundation, but it looks like they’re adding quite a bit of other things to it, a couple of structures. What is the total cost of the project?

“The amphitheater project at Prien Lake Park entails the demolition and removal of the existing frame, concrete stairs and walking surface,” Bryan Beam, Calcasieu Parish administrator, wrote in an email.

“This will be followed by the installation of new vinyl sheet piling, decking, treated wood posts, stainless steel handrails, and new electrical wiring and fixtures. All existing concrete seating will remain the same. The cost of the project is $722,000.”

Today I got a phone call from the number 000-000-0000. How can anyone have a phone number with all zeros?

The number that appears on caller-ID displays doesn’t always correspond to the originating number. Callers, using technological tools or online services, can make any number appear on the displays, even the number of the person receiving the call.

The practice, called spoofing, is illegal under the federal Truth in Caller ID Act of 2009, if the callers intend “to defraud, cause harm, or wrongfully obtain anything of value” from the people they call. State law has a similar provision; both the U.S. and Louisiana statutes contain exemptions for law enforcement agencies.

“Caller ID ‘spoofing’ occurs when a caller deliberately falsifies the information transmitted to your Caller ID display to disguise their identity,” reads a page on the Federal Communications Commission’s website.

“Spoofing is often used as part of an attempt to trick someone into giving away valuable personal information so it can be used in fraudulent activity or sold illegally.”

The FCC site says agency rules require telemarketers to do the following:

“Transmit or display its telephone number or the telephone number on whose behalf the call is being made, and, if possible, its name or the name of the company for which it is selling products or services.”

“Display a telephone number you can call during regular business hours to ask to no longer be called. This rule applies even to companies that already have an established business relationship with you.”
