VA: Means test required for some applicants

I’m an Army veteran. I applied to the VA for benefits for health care. They said I waited too long to apply for VA benefits and my income exceeds current VA national income limits or VA national geographic income limits by 10 percent or less.

I have applied for Chapter 13 for bankruptcy. How will this affect my application for VA benefits if I apply again?

If you included in the Chapter 13 filing your medical expenses for 2014 and 2015, you can include those expenses on an updated 10-10EZR, Health Benefits Renewal Form, said Tammie Arnold, a U.S. Department of Veterans Affairs spokeswoman.

She said you don’t have to reapply; you need only update your information and “include all expenses such as those for medical care, treatment and medications.”

Arnold said most veterans who don’t receive disability or pension pay from the VA must undergo a financial assessment, or means test, when they apply so officials can determine if they fall short of or exceed income thresholds.

Those thresholds for health benefits:

Veterans without dependents — $31,978.

Veterans with one dependent — $38,374.

Veterans with two dependents — $40,572.

Veterans with three dependents — $42,770.

Veterans with four dependents — $44,968.

Veterans with five dependents — $47,165.

Arnold said the financial assessment includes all household income, along with net worth — interest and dividends, Social Security benefits, retirement pay, workers’ compensation.

The assessment also takes into consideration applicants’ assets, including the market value of property that isn’t a primary residence, as well as stocks, bonds, retirement accounts and bank deposits.

Arnold said the VA no longer requires “enrolled non-service connected and 0 percent noncompensable service connected veterans” to provide financial information each year.

She said the VA will instead confirm the information with the Internal Revenue Service and Social Security Administration.

The means test will still be conducted for veterans when they apply for enrollment, she said.
